The start-up meeting of the key project of the National "863" Project "breeding of Japonica Hybrid Rice and Modern seed Propagation techniques of two-line Hybrid Rice" was held in Tianjin.

On June 6, 2010, the national 863 project "Research on Modern breeding of Japonica Rice and Modern breeding Technology of two-line Hybrid Rice", led by the technological Innovation Strategic Alliance of Hybrid Rice Industry, was held in Teda International Hall of Tianjin Development Zone. The project is divided into six topics: breeding of high outcrossing japonica male sterile lines and strong superior restorer lines, breeding of japonica hybrid rice combinations with high yield and good quality and multi-resistance, study on matching application techniques of hybrid japonica rice, creation and application of low risk indica dual-purpose male sterile lines, purification and rejuvenation techniques of dual-purpose genic male sterile lines and modern safe reproduction and seed production techniques of two-line hybrid rice. It is jointly implemented by 30 member units led by the Tianjin Branch of the National Hybrid Rice Engineering and Technology Research Center. The opening ceremony of the kick-off meeting was presided over by Song Guangping, director of the Rural Department of Tianjin Science and Technology Commission, Zhu Yingying, academician of the Chinese Academy of Engineering and vice chairman of Hybrid Rice Industry Alliance, Wang Xueqin, director of the Department of Rural Science and Technology of the Ministry of Science and Technology, Dr. Zhang Fu of China Rural Center of the Ministry of Science and Technology, Huang Yalou, director of Tianjin Binhai New area Science and Technology Commission and chief engineer of Tianjin Science and Technology Commission, and Dou Feng, deputy director of Tianjin Binhai New area Agricultural Bureau. Han Yugang, deputy director of the Science and Technology Bureau of Tianjin Economic and technological Development Zone, Dr. Deng Huafeng, executive deputy director of the National Hybrid Rice Engineering and Technology Research Center and vice president of the Industrial Alliance, and Bao Wanjun, chairman of Tianjin Tianlong Agricultural Technology Co., Ltd., and other relevant leaders and experts attended the meeting.
In 2007, under the proposal of Academician Yuan Longping and other experts, the National Hybrid Rice Technology Engineering Center took the lead in establishing a strategic alliance for technological innovation of hybrid rice industry. Tianjin Branch Center is a supporting unit of the alliance. In January 2010, the alliance was approved by the Ministry of Science and Technology as the first batch of pilot alliances, with 80 member units. In view of the key technical bottleneck in the development of hybrid rice in China, at the joint initiative of Academician Yuan Longping, Academician Zhu Yingying and other alliance experts, the Alliance Secretariat jointly organized some member units to jointly compile the feasibility demonstration report of the key project "Research on Modern breeding techniques of Japonica Rice and two-line Hybrid Rice" of the National "863" Plan. In September 2009, the Ministry of Science and Technology organized a project discussion meeting in Changsha. After listening to the project reports of the project hosting unit and each project undertaking unit, the Ministry of Science and Technology formally approved the establishment of the project in April 2010. The project will give full play to the advantages of the alliance in tackling key problems of production, learning and research, and in view of the lack of excellent varieties with comprehensive characters of hybrid japonica rice, through the creation of excellent germplasm resources, a number of hybrid japonica rice combinations with high yield, high quality, multi-resistance and wide adaptability were selected and bred, which are suitable for planting in the main producing areas of japonica rice. In view of the safety problems of reproductive seed production in the industrial development of two-line hybrid rice, a modern safe reproductive seed production system of two-line hybrid rice was constructed to significantly reduce the risk of reproductive seed production. The implementation of the project will effectively enhance the high-tech level of biological agriculture in Tianjin, comprehensively enhance the comprehensive production capacity of China's hybrid rice, and promote the further improvement of the overall strength of China's hybrid rice industry.
