Launch the DUS Test quality Management year. Revise the management regulations of testing institutions, strengthen the personnel and capacity building of institutions, and further standardize the testing process. Give full play to the role of DNA molecular detection technology in variety protection examination and testing, and cooperate with judicial organs and seed management departments at all levels to do a good job in technical identification.
Do a good job in publicity and training. The protection of new plant varieties and DUS testing will be incorporated into the new "seed Law" to improve the understanding and understanding of the whole society and the whole industry on the protection of new plant varieties and DUS testing. Different types of training are carried out for variety right applicants and agencies, DUS testing institutions and breeders to improve the applicant's ability to deal with new variety rights, improve the testing level of DUS testing institutions, and provide technical support and services for breeders to carry out DUS testing on their own. We will continue to carry out pilot work to improve the protection capacity of new plant varieties, and promote more seed enterprises and research units to understand the right to variety, the right to breed and the right to use varieties.
Do a good job in information construction. To meet the needs of the next decade, build a new plant variety protection and DUS testing database. Do a good job in docking the data with the national seed industry information platform. Improve the level of intelligence and automation of variety right application and DUS testing, do a good job in information disclosure, and provide more convenient services for applicants, breeders, seed management and grass-roots law enforcement departments.
Fulfill international obligations. Actively send personnel to participate in the (UPOV) series of meetings and technical working group meetings of the International Union for the Protection of New Plant varieties, undertake the fourth Cross-Strait Symposium on the Protection of New Plant varieties and the annual meeting of the (UPOV) Automation and computer Program Technology working Group of the International Union for the Protection of New Plant varieties, actively contribute to the protection of new plant varieties and improve the international voice.
